New York State publishes the per pupil spending on a public state website. There is wide variation in the per pupil spending even within general education. General education is the term the state uses for other than special education. There are even schools that were scheduled for closing for low enrollment and then the next year the enrollment was similar or lower but suddenly the school was removed from the closing list.
